What 'punishment' should the UN impose on Myanmar for the cyclone fiasco?

It is extremely evident that tens of thousands of people are going to die not because of a lack of help but because of a lack of ability to enforce the help. When things calm down--say a year from now or so--what possible punishment could the UN impose on them?
