What PSI should my Cruiser Bicycle be at? Read details plz.?

I live in Florida, so you know how hot it gets here. My tire says inflate to 40, but i've always inflated only to 35. Which is best? 40 or 35 for my bicycle?
Also I meant the Tubes not the tires
