What percentage of people lie when participating in an election poll?

Looking at elections historically election polls don't seem to match with the way the votes are actually cast, I know there is the :margin of error" when reporting a poll, but what I would like to know is what percentage of people actually lie to tell the pollsters what they want to hear?
