What makes curse words naughty?

I mean, feces, poop, and sh-t all mean the same thing, but what makes the last word bad? The same thing for sex and f-ck. Who declares that one word is safe to use and that the other is not?

I don't curse because it's considered rude, but I don't understand why it is.
