What makes a great cartoon character?

Here's something I've been thinking about lately and something that's been debated in the past. Do you think the best characters are the ones who are totally original or ones who took inspiration from an outside source? I guess it shouldn't matter if the character is entertaining and successful in its own right; yet some would criticize that the character may not be completely original.A notable example would be the classic characters that came out of Hanna-Barbera.

Any thoughts?
 
Characters with likable personalities, amusing mannerisms, and quotable dialogue.

Although likable can be be broad and may depend on the person's own opinion.
 
Chracters that you can really relate to personally and Chrasters who have very funny sayings that you can't help but love. One of the many reasons I love Dale from Chip and Dale Rescue Rangers and Cadpig from 101 Dalmatians : The Series.
