what level of scrutiny? (Constitutional Law)?

Ok, regulation of Commercial Speech is generally reviewed under intermediate scrutiny (Central Hudson test)....but is that only if it is content-neutral? what if it is CONTENT-BASED regulation of commercial speech...does that bump it up to strict scrutiny?
