What legal rights do I have regarding unauthorized car repair?

My car was towed to a workshop and told the repairer from the very first day to do not fix the car if its very expensive but just have a look first to get a quote. Then weeks later still no news about the car, I rang the workshop again and the guy on the phone asked me how much my budget was and I said $600. Anything more than $600 should get my permission first. I was told it would be close to that amount, again with no proper quote. They told me that they would ring me in the next few days or a week later but they never did.
To cut the story short, after 3 months the workshop suddenly rang me for the very first time (I am the one who rang them all time before) and told me that car was fixed for the cost of $1009! I would have never agreed to a repair being done for a price that much. I never give them a go ahead to fix the car. All I want was a quote, and they actually told me that I would get one after they had a look on the car.
So there was no proper quote at all before that for 3 months and they never rang me on my mobile phone and it was me who had to chase after them for the quote. The reason that the quote could not given was varied from waiting for the spare part to waiting for further progress on the car.
Of course I could not accept their way of doing business like this. I feel like being cheated and ripped off. So what are my legal rights for unautorised repair on my car? Does the workshop required by law to give a quote first before fixing my car? What legal steps I could take?

To kelly_f_1999, I bought my car for 1500 from relative and I have decided from the very first day if its too expensive to fix, I better to sell it to a car junk yard. Leaving my car there did not mean I only had one choice to get the car fixed there, I also had the option to back off. Again, they could have contacted me for a quote and should I decided not to go ahead fixing it, I would be happy to get it tow to a junk yard. I called them many times also asking why it took so long to get a quote, and they said they did not have time to look at my car yet, so whose fault it is? Also please note, they did not mention a thing at all about the storage charge. Right, 1009 may not be a big amount for you because if they at least asked me for it in the very first place, I would have considered it. What have I done wrong, kelly_f_1999?
 
weeks later ,,3 months ..being cheated and ripped off.. no....close to that amount.. i see so many things wrong with this.. really a day or two for about any repair not weeks or months even if they was replacing the motor shouldn't have been more than a week or so and really you left it there to be fix and not knowing what it was they did or didn't do you left it there to be fix 600 bucks or not its fix and it cost a 1009 to do it so if it was you wanted 600 of the work done it would still be bad and not running right your just lucky they didnt sell your car by leaving it there that long of a time they could have charged you a lot more for Storage what really you think you got taking sorry what car could you be buying and driving for 600 bucks could have got a guote in a day not months....i think you got what you needed a car that runs... could have charge you 150 a day for storing it there in their way for 3 months... only thing you got to complain about is why it took so long to fix it i could have rebuilt motor and repainted the whole car in a few days.. sorry but really 3 months for car repair... and 1009 bucks you got a deal
 
As much as I hate to say anything bad against another shop, I do think they are a shaddy business because there is no excuse for they way they acted. Basicly, if they don't have a signed authorization from you saying, this is what needs to be done and this is how much it will cost, then you can go get your car. Any repairs they cannot prove you authorized, they cannot force you to pay for.
