What laws do I need to consider if I want to open an animal rescue center?

I live in Australia and want to open an animal rescue center, similar to the RSPCA (or in America, the ASPCA).

What laws do I need to consider? Do I need a license? What laws are there regarding volunteers, workplace health and safety, etc etc?
