What laws can president Obama make to help our environment?

no one ever asked this.and i personally wanted others opinions and answers.i know one law he can make that will help is-a police officer must be patroling a corner for literers every 2 or 3 hours.this is not homework,but i wanted to get some other answers.i did this for a project before dr.king's b-day
 
protect the environment? How about protecting citizens from violent crimes? I would think that's more important than phoney baloney Global Warming threats.
