What kind of water should I use for my fish?

I recently got a fish and my mom doesn't really want to get one of those de-chlorinators yet. I want to change the water that my fish is in, but I don't know what to use and I don't want to get it killed. How can I get sufficient water for my fish?
Would drinkable water, the water we drink, be adequate for the fish, or will it kill it?
 
If you are on city water, you really need to add water conditioner. The chlorine in the water could kill your fish. I don't understand why your mom won't buy a bottle. You can get it for under five bucks at Wal-Mart.
