What kind of permission do I need when interviewing someone?

I want to interview an author, but I don't know yet how I will use the material, if I will write an article online or try to get it published in a magazine. How specific do I have to be about what I am doing, when I don't even know yet? Do I have to get them to sign a release?
 
I would not have him sign a release but to tape record him with his permission. remember to have the tape rolling when you at him " Can I tape this conversation." also ask him the question " May I quote what you say on my blog, mag, whatever?"
