How do some girls pull off eyeliner like Anne Hathaway has in this photograph?

Personally, I can't and it bugs me because I think it can look so good on other people!

that's me lol, I have green-hazel eyes and a very fair complexion. I usually wear "dark brown" by wet n wild eyeliner on the top and bottom, but I smudge it so it doesn't look heavy. and on the bottom I only go in about less than half way. I'm bored of just wearing this though!! What type of eyeliner do you think would look good on me?
