What is wrong with my beta fish?

I am so worried about her! I love this fish so much! Ok, so ever since I bought this new lamp specifically made to put on top of betas water bowls my beta's fins have been moving very very fast. Also, I've heard of a disease called "dropsy" when the bottom of the fish is bloated but I don't know if she has that.... she is sorta bloated,
but i wouldnt really know..my camera isnt workin but ill have pictures by 2morow..
I need a cure! This fish is about 1 year old, (or since I recieved it to now) and I really don't want her to die!!! Help!!
I don't know how big the bowl is...I bought it at a pet store and it was made specifically for bettas. I do have a tank however, and I will be setting it up tommorow... Will she live by the time I can put her in it though?
 
If she had dropsy she would be tilted in the water (her bottom would be higher than her head). Do you do regular water changes? How big is this bowl you have her in? Bettas need to be in at least a 5 gallon tank with a filter.
