What is "unlocking" a cellphone?? (Canadian Cellphone Networks)?

I'm curious what unlocking a cell phone means?? I'v heard it has something to with being able to put a SIM Card into any phone regardless of the Service Provider (Telus, Rogers, Bell, Fido) but what's the point?? Don't you still have to pay your monthly bill because it's all on Contracts ( 3 yr Contracts)

I don't know much about phones, so Im just curious.
