What is this weird rash on my leg?

I have a weird blotchy spot on my upper thigh that has been getting a little bigger as the weeks pass. I've had it about three weeks. Its blotchy, kind of rough feeling, and the skin on it is dry and looks like some of it could peel off. Its also red. What could this be??
Its not itchy at all, Its on the outter thigh. its about an inch in diameter right now, kinda bumpy and a little rough.
Could it be anything serious?
