What is this type of bicycle called and where can I get a cheap one?

I was wondering what the name of the bicycle in the Panic at the disco video Green Gentleman is called. I really really really want to get one. It has one large wheel in the front and a small one in the back.
if you type early bicycles into google you'll see a whole bunch of them.
