I think it came on PBS kids around the year 2000.
It was about this cat that belonged to the chinese emperor or something. It was a siamese cat, but it wasn't actually siamese, like it got ink on it's face or something that made it's fur that way. The cat had friends too, and I'm pretty sure it was a girl.
