What is the way this bike/car/runner/walker situation can be fair and lawful for all?

I drive a car on a particular two-lane curving road that winds through a creek on one side and a golf course on the other. Other car drivers as well as cyclists, runners, and walkers/dog walkers use the same road. I always give the right of way to all the others on the road, including the cars actually, because I don't want anyone or anything hurt or damaged. However, at times I am blocked by people walking down the middle of the road or letting their dogs stray out across the road in front of my car, or people running down the middle of the road, or bikes singly or in groups spread out across at least one lane and often more. All of these people appear to ignore the presence of my car and I wonder if I am missing something as far as what is legal for these people to do. Surely not all of these people can believe they are acting appropriately and lawfully. It would be great if you could tell me what you would do in my situation as I've described it. I have not honked my horn. I really would appreciate knowing what you think. Thanks.
