What is the touch & start system to start a bike after turning on the ignition?

A person has created a system which works as follows: 1:Switch on the ignition of the bike 2:Put one finger on the head light screw 3:Put the second finger on the screw of speed meter 4: Push the Kick Liver and the Bike Starts. I want to know what is the diagram or what is the system? Please explain. Thanks
