YA means young adult
I read this book a long while back and its name and author have been escaping my mind. I remember that it's a young adult realistic fiction book about a young teenage boy who moves into a new neighborhood because his father got a new job. He has a nervous stomach problem that's exacerbated by the addition of a sixteen-year old neighbor girl who undresses with her blinds down in the house next to his. He receives binoculars for his birthday. His parents think they are for birdwatching, but he just uses them to watch her undress. There's also another neighbor - the sixteen-year old's brother - who steals things from stores and totally stresses the main character out. I think the neighbor's name is Joel.
