the other day i went to Petsmart and i saw this fish. It was very very small and it was 26 cents. This is my first time buying a fish so i would like to know what this fish's name is, how long does it usually live, what size tank [remember this fish is VERY small!] and should i buy any extra necessities like plants?

it was probably a neon tetra. These little fish are a schooling species who shouldn't be kept in small numbers. normally 7 is a good number. These fish require a minimum of a 10 gallon because they do like to swim. These fish need a substrate, heater, filter, and something to take cover in.

At my Petsmart, they have ghost shrimp for 33 Cents, danio for 99 Cents, lg goldfish for 25 Cents and 12 Cents for the sm goldfish and minnow.
Tank size depends on what the fish actually is and how many you choose to have. Other things like age and plants also depend on what the fish actually is.
I suspect it's a large comet goldfish, aka feeder goldfish, that you saw. They are about 25 cents, but will reach about 6 inches in length, so a sizable tank will be required.
Best of Luck!
