What is the role of the sister of the groom?

My brother's wedding is in August and I am not in the wedding party. They asked me to say a speech and do a reading in the church. They really haven't told me much more... Do I have to write my own speech? On what? I am not so good with words...

Do I have to wear something specific or any dress is fine? Do I need two outfits, one for the church and one for the reception? It is an evening wedding so do I need a long dress?

Also, I have my mind set on light yellow or a royal purple...They are both suitable colours right?
I love my soon to be sister-in-law...
but she is seriously horrible at answering these questions. It can't be emerald green or navy blue because brides-maid and mother-of-bride
She basically told me to wear any dress...no guide-lines. My mom and me are lost.
 
Congrats! It sounds like they want you to be an important part of it!

But no one here can answer those questions. The bride needs to answer the dress ones and she or your bro answer the rest of them. But if it's in August, I'd think they'd need to answer them pretty soon.
