What is the problem with my 99 Honda Accord?

I recently changed a brake line in my 99 Accord. After changing the break line the car shortly after began to have troubles. When I try to turn the car on, the car turns and relays throughout the under-dash begin to click uncontrollably. The dash flickers and then it stops. To get the car to finally start it becomes a hit or miss. My snap-on scanner doesn't register any codes.The only codes that read are error 1 codes and error #4 codes. I have checked any loose wires or any ground cable that would've been loosened or scraped. At this point any help or guidance would be greatly appreciated. thank you
