A communication system consists of a transmitter that sends bits that are equally likely to be 0 or 1
through a noisy channel and a receiver that records the channel output which is also either a 0 or a 1. Because
of noise, when a 0 is sent the probability that it is received correctly is 0.8, and when a 1 is sent, the probability
that it is received correctly is 0.9.

In order
to send a 0 or a 1, the same bit value is transmitted 3 times by the transmitter, and the receiver records the bit
value as the majority of the three received bit values. If the bit value recorded by the receiver is a 1, what is the
probability of error?
