What is the policy for non-scholarship NROTC students (Marine option)?

Do non-scholarship cadets have to go to OCS? Can they do the full four years or are they only allowed to do NROTC for the first two years of college? Do you have to apply for the non-scholarship program? If you do, is it a different application form?

Also, if a non-scholarship student chooses to drop out of the program after the sophomore year, what happens? Is there still a service requirement? Can an NROTC non-scholarship elect to enlist in the Marine Corps instead?
