What is the personality disorder that makes someone not to make a decision on his own?

my partner of several years he can not make decision on his own without consulting his brother and sister in low, even taught we discus the issues previously. He can not say NO and repeating the same mistakes again and again, even he agree is not right but is still doing...plese help me. thank you.
