what is the original factory of Nokia cell phones? and where is it?

I found a post which teaches on determining where Nokia phone units were made. I also found that if the Seventh & Eighth digits of my phone's serie number is 00, it means that my cell phone was manufactured in original factory which is the best Mobile Quality. what does it mean? where is it that factory?
in Finland it's 01 or 10
