What is the name of this 1987-'93 low, simple tune with a keyboard loop & sung...

..."whoooa-OOoa" in a funky tone? This is a late 80s or very early 90s, slower pop/funk (but NOT new wave) song I can't get out of my head. From what I remember, most of it consists of a low, looping keyboard/synth riff in 3 steps--low, low, Mid--accompanied by a looping vocal singing the word "Ohh" (though possibly "Whoa" or "heey"/"yeah") in many funny tones--simulated "ohh-ohh-OHH-O--, ohh-ohh-OHH-O--, oh, ohh-OH"--at the end of the vocal loop is a high, almost-yelled "OH!" as well. I don't remember ANY lyrics, just the feel of the tune is old-school thanks to the wavy voice combined with the optimism of the keyboard riff, and I believe the lyrics outside of this catchy chorus are either spoken or rapped. It's a real nuisance to know no more about this!
