sunfire and the exhaust pipe? This part allows the engine to move when it revs.
If it's not a filter.... and actually a flange.... is that the actual name of it? and how much money is it to replace that part on my car?
Yes, perhaps it is the flex pipe.
 
there is no filter connected to the engine and exhaust pipe the front pipe has a flange that lets the pipe move when the engine is reved so that the exhaust is not broken when the engine tilts from the rpm's. the catalytic convertor is on the front pipe.
