It is possibly from the 1990's or before and was on television. It is definitely a cartoon and has a little girl named Ivory in it that is looking for her mom.
I think I know which one you mean, the little girl was Ivy. It was a special sponsored by McDonalds special a few years ago, Not sure the name of of it. Was based on the Book "Holly and Ivy" maybe you can try a google search for the book.
