What is the name of that mature anime movie that uses alchemy?

I saw this movie a while back on adult swim I believe, but I've searched and searched and can't find no sign of it. In this movie the people of the world used alchemy (circles)transmutation with their machines and inventions. Over a long use of this new technology it began turning people into these monster that only wanted to kill and eat everyone. The state hired these two guys to take of the monsters. They had these suits of armor they wore to protect them from when they would use alchemy in some big gun. They would yell "release" and the gun would fire energy blast to kill the monsters. Towards the end these two guys started fighting and one of then cracked his armor so when he used alchemy it then turned him into a monster the remaining guy had to kill which basically ended the movie. I hope this helps but one of the monsters was a doctor at a hospital and he used alchemy with his machines to perform surgeries, but the machine then turned him into a monster where he went through the hospital and killed everyone. Does anyone know what I am talking about and what is the name of this movie?
