what is the lowest drop i can put on my 1997 chevy c1500 without airbags?

what is the lowest drop i can put on my 1997 chevy c1500 with 22 inch wheels and 265/35/22 tires without having to cut anything out of the front end? maximum work id like to do is c notch the frame
