What is the legal wheel rim size for a 1999 Toyota Corolla Conquest Seca Lift-back?

I am buying this car for my son. It has 17 inch alloy rims at present. I am told they may be illegal. It passed it's road worthy with them, however. I am unsure if the Corolla comes with 15 inch standard or not. As I think you can only go up to 2 inch over standard size.
