What is the legal age to smoke hookah in NYC?

My son (16) says that he wants to go to a hookah bar with some of his friends this upcoming weekend. I personally don't have any problems with it as i've done it a few times myself but I was much older so I never bothered to look at the age.

Any response would be great !
