What is the law for a 17 year old leaving NC and going to GA?

We currently live in North Carolina and my 17 year old sister may be intending to leave home. I know that in the state of NC the legal age to leave home is 16. My sister would go to GA if she decided to leave. I know that the legal age in Ga is 18. What are my mothers rights as a parent if she runs from NC to GA?
