What is the law called that prohibits people from opening your mail?

I just moved from a place and my old landlord opened my mail. He opened gas, electric and water bill. He texted me to let me know of the total price. Is this allowed? If not what can I do?
I changed the address 2 weeks prior to moving from this location. I guess the mail got there after i left?
