What is the Labor cost to replace freeze out plugs for 1995 4.2 chevy?

The only time those need replacing is if they leak, are blown out, or are corroded (back to leak)...

If only one needs replacing, about $100 max should cover it. But it begs the question, did you have the right amount of coolant in there, or only water? If it froze, there is a real possibility of a cracked head or engine block. Have the cooling system pressure tested to make sure...
 
really it just depends on how long it take them each hsop price would vary just cal a few shops and ask some can be easy to knock out and drive back in place some not so easy really it would jst depend on person doing it an d shop labor prices
 
2 things. it is a 4.3 engine not 4.2.
Freeze plugs are not actually designed to pop out with freezing.
They are casting holes in the block and just need to be plugged to prevent the coolant from leaking out.
