What is the free market approach to an oil spill?

if we had a truly free market we'd be whizzing around in safe, clean, atomic flying cars by now
 
interesting.

therefore is the corollary: without the involvement of government, society as a whole will be more intelligent and mindful of their environment?

or would be all live in filth and be happy that we get everything really cheap?
 
in a free market, I'm allowed to shit in bags and fling them into my neighbors yard
