what is the etiquette of a budding relationship and unfinished business with exes?

I'm pretty inexperienced, just had one serious bf before, but whenever I start a new relationship with a man I tend to notice that I still talk/meet up/chat/hang out with past hook ups or old friends/dates. (but no sex).

When the new guy and I begin really liking each other and talking more and more, heading to exclusivity, I look back and start freaking out that I've 'cheated'. I know I technically haven't but it makes me feel guilty somehow that I've been meeting/chatting up/etc others. Or finishing up final business with exes (no sex).

Is this normal and common? And when should a couple become exclusive normally?
