What is the effect of synecdoche in Philip Larkin's 'Love Songs in Age'?

I am amending an essay on Philip Larkin's 'Wild Oats', and have referred to the statement in 'Love Songs in Age' of "that much mentioned brilliance, love". My teacher says this is an example of synecdoche, but I am unsure of the effect of this. Can anyone explain please?
