What is the difference between hard news and fluff?

Not really, unless the singer is Bono and organizes a charity concert featuring a huge lineup of stars that makes millions of dollars and a CD.

Charlie Sheen or Lindsay Lohan: fluff, no matter what they do.
OJ Simpson (sports figure, not a singer, but same thing): brought up on murder charges>news.

I am writing a news article about a singer ad i'm wondering of there is any way to turn it into a hard news story?
any help?
I probably should have added more details, it is a made up singer for a class im attending,

so if the "singer" committed a major crime it could be counted as hard news?

sorry for the confusion.
