WHat is the cost to make local biking lanes in a small town?

I am writing a persuasive letter to the mayor of my town, and i need to know how much it would cost to make biking lanes. It would also help if you could also tell me how wide safe biking lanes should be, and any other things you think i should know. Thank you
 
Listen man with this economic crisis i dont think they're going to waste more money on silly bike lanes. My city barely has any lanes and i ride with no problems.
