What is the cheapest way to make a dirt area (on the side of the house)

legal for 4 tenant cars to park on? I live in Northridge, CA on a street where daytime parking is illegal, so i want to convert a muddy dirt area on the side of the house (next to a 2-car driveway) into a mud-free extra 4-car parking area for tenants who live in the house. The tenants have been parking on the dirt area (that also has some dead grass), but those cars have recently been ticketed for being parked "on a lawn"....

QUESTION: What is the most inexpensive conversion of the muddy dirt/grass area that would provide for the tenants to legally park there ? (gravel stones?, or....?)
