GITMO has mostly suspects, not war criminals like US soldiers. The most common "detainee" at GITMO was one who was turned in for a bounty of US cash - and had nothing to do with war, one way or the other.
A few Muslim "Chinese" Uighars (suspects) are costing the USA $200 million...and what is that lesson worth???
