what is the best way to shop for a used car?

I am a first time buyer and i don't know what to do. Do i just go up to the dealer and say hey i want to buy this car how much is it, or i am interested in this car. How does it usually work you talk set up a payment plan or just pay the thing cash some one with experience plz help
