What is the best way to research family history?

My great grandfather was in the Austro-Hungarian Army. He came to Canada in the early 1900's. My family and I think he landed in Philadelphia and then crossed the border to Canada. He settled in Winnipeg, Manitoba. His name was Harry Wagner. That's all we really know about him!

Here is his military photo:

His uniform is the only evidence we have to try to determine where he was born. How can we find out more about him? Because the Austro-Hungarian Empire was so large, finding out where he was born is quite difficult.

Is Ancenstry.com worth the money? Would that work?
