What is the best way to increase horsepower on my 2000 Jeep?

I have a 2000 Jeep Grand Cherokee Laredo that I want to add horsepower too. I looked online at some performance chips but I'm not sure about how they work. Also, I'd like to do this as cheap and efficiently as possible. Any advice would be great, thank you!
 
The best thing to start with on any car is IHE - Intake - Headers - Exhaust. Start with a performance intake / air filter as these usually have to largest gains, then work on the exhaust system.

Chips can help too but usually don't offer as much bang for the buck as IHE.

If you have money to blow, adding a supercharger or swapping in a V8 is possible.
