What is the best video game today for car customization (pimping out rides)?

Midnight Club
Need For Speed

but Is there any better games cause i'm not really a fan of the racing in either. I'm thinking about Forza 3 or maybe waiting for the new Gran Turismo but is there gonna be any Pimping of the rides in either?
