What is the best unlocked or locked phone (for T-Mobile) that I can buy for about $290?

It has recently been my birthday, and I need a new phone. I've done plenty of research, but I want to see if there are any phones I have missed. I am either going to get a high end phone with plenty of features to replace my iPod Touch, or a decent phone that can go alongside my iPod. If I am going to get a high end phone, then it needs to have WiFi, a 3.5 mm headphone slot, music player, video player, a 2+ megapixel camera, and cost $280 or less. If I am going to get a decent, not top of the line phone, all it needs to have a decent display and keyboard, as well as cost less then $100 with a one year contract, or $150 with no contract. I'll provide more information if necassary
