what is the best photo editor?where can i download it for free?

im only using windows movie maker and i want to know more about photo editing, i love to make something out of the pictures i got...could you please help me with it? what other installer can i use?and where to download it ?
 
gimp its a gnu photo editing sophtware well ummm yeah yuh can download it at gimp.org
its pretty good i use it
